Please see the Data Transfer section in the S3 pricing and the RDS pricing documentation for reference to free 15 GB of data transfer out each month aggregated across all AWS services for one year under AWS free tier.

I think AWS should make this clearer in their documentation. I submitted feedback to AWS to clarify this in the documentation for AWS Free Tier (https://aws.amazon.com/free/).
